第一章 总则
I General Principles
第一条 为全面贯彻党的教育方针,提高来华留学生综合素质,促进学生全人格发展,全面地对学生思想行为进行考核,确保教育管理质量,加强学风、校风建设,结合国际教育学院实际情况,制定本实施细则。
1. In order to comprehensively carry out the education policies of the Communist Party of China, improve the international students’ comprehensive qualities”, promote the development of the students’ sound personality, evaluate the students’ values and behaviors in an all-round manner, ensure the qualities of education and management, and enhance the construction of academic atmosphere and school spirit, the regulations are hereby formulated according to the actual condition of College of International Education of Guilin Medical University.
第二条 本细则根据《教育部关于加快建设高水平本科教育全面提高人才培养能力的意见》(教高〔2018〕2号)、教育部《来华留学生高等教育质量规范(试行)》(教外〔2018〕50号)、自治区教育厅《关于加快建设高水平本科教育全面提高人才培养能力的实施意见》(桂教规范〔2019〕1号)和桂林医学院有关文件精神而制定,结合我院实际对学生的综合素质进行考核评估,体现教育国际化的目标和要求。
2. Based on the regulations Opinions of Ministry of Education of the People’s Republic of China on Accelerating the Construction of High-Level Undergraduate Education to Comprehensively Improve the Capacities for Talent Cultivation (2 [2018] Higher Education), Quality Standards of Higher Education for International Students in China (Trial) (50 [2018] Foreign Education) of Ministry of Education of the People’s Republic of China, Opinions on Implementing the Acceleration of the Construction of High-Level Undergraduate Education to Comprehensively Improve the Capacities for Talent Cultivation (1 [2019] Guangxi Education Standards) of Education Department of Guangxi Zhuang Autonomous Region, the spirits of the related documents of Guilin Medical University and the actual condition, these regulations are laid down to evaluate the students’ comprehensive qualities and display the objectives and demands of educational internationalization.
第三条 综合测评坚持客观、公正、民主、公开的原则,在实践中不断完善,逐步实现对学生评估的科学化,对学生管理的规范化,促进学生思想教育与管理工作的协调和统一。
3. The comprehensive evaluation must stick to the principle of objectivity, justice, democracy, and openness, continuously be improved through practice, gradually realize scientific appraisal of students and normalization of student management, and promote the coordination and integration of ideological education and management of students.
第四条 综合测评的结果作为评定奖学金、评选优秀学生、优秀毕业生,毕业生品德证明材料等各类评优评先及学生奖励的主要依据。
4. The results of the comprehensive evaluation are deemed as the main reference for all types of the qualification assessments of the prizes and certificates, such as the scholarships, excellent students, and excellent graduates, and graduates’ character certificates, etc.
第五条 综合测评适用的对象为国际教育学院来华留学生。
5. The regulations on the comprehensive test and evaluation are applicable to the students of College of International Education, Guilin Medical University.
第二章 评分内容和评分标准
II Evaluation contents and standards
第六条 综合测评主要考察学生在学习成绩、学业荣誉、社会责任、共建校园、人文素养等方面的主要表现。综合测评总成绩,即荣誉总分=学习成绩分+学业荣誉分+社会责任荣誉分+共建校园荣誉分+人文素养荣誉分,每年评定一次。
6. The comprehensive evaluation is mainly carried out in the students’ performance in academic results, academic honor, social responsibilities, campus co-construction, and humanistic qualities. The find result of the evaluation is consist of the marks of academic performance, academic honor, the honor in sharing social responsibilities, the honor in co-construction of the campus and humanistic quality honor in related aspects. The evaluation is carried out yearly.
第七条 学习成绩分
7. The Mark of Academic Performance
学习成绩分为年度所有学科考试的平均分的60%,计算公式为:学科考试平均分×60%=学习成绩分。
The mark of academic performance consists of 60% of the average score of the annual exams on all the subjects. The formula is: the average score of the exams on all the subjects×60%=the mark of academic performance.
第八条 学业荣誉分
8. The Mark for Academic Honor
学业荣誉总分上限为100分,按10%计入综合测评总分。计算公式为:学业荣誉总分×10%=学业荣誉分。
The maximum mark for academic honor is 100 points and 10% of it is included in the mark of the comprehensive evaluation. The formula is: the total points for academic honor obtained×10%= the mark for academic honor.
(一)汉语水平等级考试
(1) Chinese Proficiency Test (HSK)
参加汉语水平考试(HSK),且通过四级加10分,通过五级加20分,通过六级加30分;(重复通过同一级别考试只加一次分,在获得证书后最近一次评选中,以复印件为依据申报)
10 points are given for passing HSK4, 20 for passing HSK5 and 30 for HSK6. The mark is only given once for the repetition of passing HSK of the same grade. The copy of the transcript is the basis for applying for the mark in the latest evaluation after the certificate is given.

(三)学术、创新创业类论文(论文次数学期内可累计)
(3) Academic, Innovative and Entrepreneurial Papers (the total number of the papers can be accumulated within one semester)
1.SCI论文第一作者50分/次,第二作者30分/次,第三作者20分/次;
① A mark of 50 will be given to the first author of an SCI paper, 30 for the second author, and 20 for the third author;
2.核心期刊(CNKI或CSSCI)第一作者30分/次,第二作者20分/次;
② 30 points will be given to the first author of a paper in a core journal in CNKI or CSSCI, and 20 for the second author;
3.普通期刊第一作者20分/次,第二作者10分/次,第三作者5分/次;
③ 20 points will be given to the first author of a paper in an ordinary journal, 10 for the second author and 5 for the third author.
(四)发明专利
(4)Patent for Invention
1.发明专利授权(取前三发明人)45分/次;
① A mark of 45 will be given to each of the first 3 inventors who share an authorized patent for invention ;
2.发明专利获得受理通知(取前三发明人)10分/次;
② 10 points will be given to each of the first 3 inventors whose application for the same patent for invention is accepted;
3.实用新型专利授权(取前三发明人)15分/次;
③ 15 points will be given to each of the first 3 inventors who share an authorized utility model patent;
4.外观设计专利授权(取前三发明人)10分/次;
④ 10 points will be given to each of the first 3 inventors who share an authorized exterior design patent.

关于项目结题:项目结题后每位负责人、成员可再加25分,请于结题后10日内提供结题证明材料至国际教育学院,以结题时间为加分时间。
About the program conclusion: After drawing the conclusion of a program, the person in charge and each participant can get an additional score of 25 besides what is mentioned above. Please submit the certificates of the program conclusion to College of International Education within 10 days after the conclusion is made. The time of conclusion is the time for obtaining mark.

(七)创新创业活动
(7) Innovation and Entrepreneurship Activities
1.参与创新创业活动、讲座、培训或相关各类活动,院级 1-2分/次;校级1-4分/次;校外1-6分/次;
① Participating in activities of innovation and entrepreneurship or attending lectures or trainings on them or taking part in other related activities can obtain marks. The mark for the college-level activities ranges from 1 to 2 points per time, the score for university-level activities ranges from 1 to 4 points per time and the score for extramural activities ranges from 1 to 6 points per time.
开展创新创业特色主题活动,学生积极参与,各级活动达到一定规模,按下表进行加分:
If students actively participate in characteristic theme activities on innovation and entrepreneurship at all levels which reach a certain scale, they will have extra scores according to the following table:

第九条 社会责任荣誉分
9. The Mark for the Honor in Sharing Social Responsibilities
社会责任荣誉总分上限为100分,按10%计入综合测评总分。计算公式为:社会责任荣誉总分×10%=社会责任荣誉分。
The maximum Mark for the honor in sharing social responsibilities is 100 points and 10% of it is included in the mark of the comprehensive evaluation. The formula is: the total mark for the honor in sharing social responsibilities obtained×10%= the score for the honor in sharing social responsibilities.
(一) 公益项目加分:
(1) The Mark for Public Welfare Programs:
1.参与临床医学以及相关生物医药健康产业、健康文化旅游、医养结合产业等项目建设 20分/次;
① 20 pints will be given to the student who participates in the construction of clinical medicine bio-medicine and health industry, health culture tourism, or industry of medical eldercare services, etc.;
2.经学校批准,参加的其他类校外公益活动0-10分/次;
② Approved by the university, a student who participates in other types of extramural public welfare service is given a mark that ranges from 0 to 10 point(s) per time;
3.学院自行组织的校外公益服务活动0-5分/次,每学期每名学生参加学院内同类活动限加分一次;
③ A student participating in extramural public welfare service organized by the college will gain a mark that ranges from 0 to 5 point(s) per time and the activity of the same kind is counted only once in one semester;
4.校内公益活动校级0-5分/次,院级0-3分/次;
④ A student participating in university-level intramural public welfare service will gain a mark that ranges from 0 to 5 point(s) per time, and the college-level service from 0 to 3 point(s) per time;
5.如公益活动项目在市级以上(含市级)获奖,在相应级别原有基础上加5分。
⑤ If the public welfare service is awarded a prize at city level or above, an extra mark of 5 point(s) is added on the basis of the original score.
(二)公益捐赠加分
(2) Marks for Charitable Donations
1.助医:捐赠造血干细胞等,50分/次;
① Medical Assistance: 50 points will be given for donating hematopoietic stem cell, etc. per time;
2.助学:公益支医、支教等,10分/次;
② Educational Assistance: 10 point will be given for voluntarily providing medical or educational service, etc. per time;
3.救灾:参与救灾现场等,视情节加10-20分/次;
③ Disaster Relief: Participating in the relief in a disaster scene will gain a mark that ranges from 10 to 20 points per time according to the performance;
4.其他:参与其他大型公益捐赠项目,视活动范畴及规模加分10-40分。
④ Others: Participating in other large charitable donation programs will gain a mark score that ranges from 10 to 40 points according to the activity categorization and scale.
(三)寒暑假社会实践加分:同一实践项目,按所获最高级别加分,不累计。
(3) Marks for Social Practice during Vacations: A student who participates in the same practical project will receive a mark according to the highest level, not accumulative.
校级:社会实践优秀个人10分/次、社会实践优秀团队5分/人;
A university-level prize for an excellent individual in social practice can gain 10 points, and a university-level prize for an excellent group in social practice can gain 5 points for each member.
市级:社会实践优秀个人20分/次、社会实践优秀团队10分/人;
A city-level prize for an excellent individual in social practice can gain 20 points, and a city-level prize for an excellent group in social practice can gain 10 points for each member.
省级:社会实践优秀个人30分/次、社会实践优秀团队15分/人。
A provincial prize for an excellent individual in social practice can gain 30 points, and a provincial prize for an excellent group in social practice can gain 15 points for each member.
第十条 共建校园荣誉分
10. The Marks for the Honor in Co-construction of the Campus
共建校园荣誉总分上限为100分,按10%计入综合测评总分。计算公式为:共建校园荣誉总分×10%=共建校园荣誉分。
The maximum mark for the honor in co-construction of the campus is 100 points and 10% of it is included in the mark of the comprehensive evaluation. The formula is: the total points for the honor in co-construction of the campus obtained×10%=the mark for the honor in co-construction of the campus.
(一)学生长期担任班长、学习委员、文体委员、楼栋长、宿舍长等,按照班长40分、学习委员等20分进行加分;
(1) The student who serves as a monitor for a long period of time is given 40 points; the student who serves as a class academic leader, class cultural and artistic leader, head of an apartment building, or head of a dorm, etc., is given 20 points.
(二)校内志愿服务,按照2分/次进行加分:配合学校开展国际文化节、毕业典礼、开学典礼、运动会等大型活动,从事志愿者服务工作;
(2) Intramural voluntary service, namely, the voluntary service in support of large activities, including international culture festival, commencement, opening ceremony, and sports meeting, etc., can gain 2 points per time.
(三)教学辅助加分:辅助专业教师进行实验室、教研室、课堂等临时性工作,按照1分/每次进行加分;
(3) Teaching assistance, namely, assisting professional teachers in temporary work in labs, academic offices and classrooms, etc., can gain 1 point per time.
(四)学生在学校以下各类岗位中,积极参与、成绩突出者,获得相应荣誉称号者,加10分:在勤工助学岗位中有突出表现,获荣誉称号者;优秀学生助理(按照人数20%比例评定);配合班主任及学工,教学等科室工作,并有突出表现的。
(4) Each student as follows can gain 10 points: The one who performs prominently in work-study programs and is awarded honorary titles; the top 20% of the ones as assistants; the one who performs prominently in helping coordinators, the student affairs office or the academic affairs office.
(五)家长或亲友积极参与、配合学校举行的重大教育活动,为学校发展及校园文化建设做出贡献,记0-10分/次;
(5) The student whose parents or relatives or friends actively participate in or support the major educational activities of Guilin Medical University, or make contributions to the university’s development and the construction of its campus culture, can gain an extra mark that ranges from 0 to 10 point(s) per time.
(六)学生参与其他单位、大学共建活动,视具体活动给予加分。
(6) The student who takes part in the co-construction activities of other institutions or universities is given a score according to the details.
第十一条 人文素养荣誉分
11. The Marks for Humanistic Quality Honor
人文素养荣誉总分上限为100分,按10%计入综合测评总分。计算公式为:人文素养荣誉总分×10%=人文素养荣誉分。
The full mark for humanistic quality honor is 100 points and 10% of it is included in the mark of the comprehensive evaluation. The formula is: the total mark for humanistic quality honor obtained×10%=the score for humanistic quality honor.

(二)文艺作品加分:在正规文学、艺术刊物公开发表的诗歌、散文等各类艺术作品,5-10分/篇;
(2)The mark for literary and artistic works: Each of the various literary or artistic works, such as poems and essays, etc., published in normal literary or artistic journals can gain a mark that ranges from 5 to 10 points.

(四)观看、参与学校大型活动、典礼、讲座等加分:院级 1-2分/次;校级1-4分/次;校外1-6分/次;
(4) The Marks for Attending or Participating in Large Activities, Including Ceremonies and Lectures, etc., of the University: 1 to 2 points will be given for attending or participating in college-level activities, 1 to 4 points for university-level activities and 1 to 6 points for extramural activities.
(五)各级大型活动加分:演职人员加分(含活动前期排练):0-15分/次;
(5) The Marks for Large Activities at All Levels: Each of the actors/actresses and staff for the rehearsal and official performance is given a mark that ranges from 0 to 15 point(s) per time.
(六)寝室内务,卫生,安全管理加分
(6) The Marks for the Chores, Sanitation and Safety Management of the Dormitories
公寓内或学院内评选的优秀个人5分/次,优秀寝室8分/人/次,每个学期开展两次评比;
An excellent individual selected by the dorm or college is given 5 points and each of the residents in an excellent dorm is given 8 points. There are two selections held in one semester.
(七)其他
(7) Others
校级活动根据实际情况酌情加分,原则上校级0-6分/次。
In principle, participating in a university-level activity can gain a mark that ranges from 0 to 6 point(s) according to the actual situation.
第三章 实施办法
III Measures for Implementation
第十二条 综合测评工作每年10月进行,由学院统一领导和部署,由学生工作办公室具体落实。
12. The comprehensive evaluation is held in October every year. It is led and arranged by the leader of College of International Education and carried out by Student Affairs Office of the college.
第十三条 综合测评采取个人自评申报、班级初评、班主任审核、测评小组复核批准,报学生工作办公室确认备案的程序进行。
13. The comprehensive evaluation adopts the procedures of self-evaluation and application, class evaluation, coordinators’ review, evaluation group review, and the confirmation and filing of Student Affairs Office of College of International Education.
(一)班主任每学期初,公示上一学期学生荣誉加分情况,公示无异议后,学生个人根据测评标准进行自评,对加分项目出具有关证明材料,提交申请,参加班级初评。
(1) At the beginning of every semester, coordinators release the students’ honorary extra scores for the last semester. If no objection is made, the students evaluate themselves according to the standards of the comprehensive evaluation, and participate in the class evaluation by presenting the application including supporting documents for the points adding and deduction.
(二)班级测评小组将填写好的综合测评表,报班主任审核。班主任及班级干部对每个学生平时表现,所参加的各项活动取得的成绩必须认真记录,各负其责,做好加、减分记实和考核工作。
(2) The class evaluation group submits the forms filled to the coordinators for review. The coordinators must carefully record each student’s daily performance and achievements in every activity and must take on their duties to do a good job in the record of points adding and deduction, and evaluation.
(三)经学生工作办公室负责人审核后,班主任将审核合格后的测评表报学院综合测评小组进行复核、批准。
(3) After the review by the Student Affairs Office of the college, the coordinators submit the forms to the college’s comprehensive evaluation group for review and approval.
(四)测评结果经本人同意并签字,公示五个工作日无异议后生效,报学生工作办公室备案。
(4) After being confirmed by the students themselves, the results of the evaluation will be valid after a five-day publicity if no objection is made. And then the results will be submitted to Student Affairs Office of College of International Education for filing.
第十四条 各级测评组织应本着实事求是的态度进行认真评议、审核;学校各相关部门应如实出具证明材料,保证综合测评工作的公正性和严肃性。学生在申报时需如实上报,如发现并查实弄虚作假行为,将取消本年度评奖评优资格。
14. The evaluation group at different levels must carefully discuss, evaluate and review with an attitude of seeking truth from the facts; all the related departments of the university should present the authentic supporting documents to ensure the fairness and seriousness of the work. The students must submit authentic documents when applying. A student found to have cheated in the application will be deprived of the qualifications for winning prizes or honorary titles of the current year.
第十五条 本细则自公布之日起实施,由国教院学生工作办公室负责解释。
15. These regulations are valid since the day when they are released. Student Affairs Office of College of International Education is responsible for interpretation.
